An elephant at Kinaree House in Phuket gave birth to a baby male elephant and named him Peemai or New Year. A 12 year old female elephant Mink gave birth to a baby male elephant at 8.30 am on Sunday morning at Kinnaree elephant trekking camp. The 80 kilogram baby elephant is healthy, but still cannot drink milk from his mother due to weak legs. The cute scene drew vast attention from Thais and foreign tourists who visited the Kinnaree House compound, in Chalong, south of the island. The Managing Director of the Kinnaree elephant camp said the mother was pregnant for two years under close care and observation of the staff. He said this is the first time in 5 years in which the trekking camp has a new born baby elephant adding the population to 23. The operator named the new born baby as Plai Pee Mai meaning New Year and expects that the baby elephant will attract visitors to the trekking. He said the visitors recently declined from 400 to 300 per day due to the recession and political situation. The Kingdom of Thailand (known as Siam until 1939) was ruled by the Khmers, based in what is now neighboring Cambodia, during the 11th and 12th centuries. In 1238, two Thai chieftains rebelled against Khmer domination and established the first independent Thai kingdom. Ayutthaya, to the north of Bangkok, was the capital of the kingdom from the early 14th century, until its destruction by Burmese invaders in 1767. The Burmese were quickly forced out and the monarchy re-established. The absolute rule of the monarchy lasted until 1932, when it was replaced by a system of constitutional monarchy. Thereafter, Thailand gradually installed a democratic, pluralistic system of government. Progress was slow, mainly because of the attitude of the military, which has traditionally exercised a strong (although rarely beneficial) influence on Thai politics. Since 1932, the army has taken over the government on no less than 17 occasions. During the Cold War, this was a minor consideration democratic governments were a rarity in the region and Thailands chief strategic ally, the USA, were more concerned with Thailands role as a bulwark against encroaching communism from elsewhere in Southeast Asia. In this regard, Thailand was an influential member of the main regional anti-communist bloc, Association of South-East Asian Nations (ASEAN). Since the end of the Cold War, Thailand has been prominent in proposing the reformation of ASEAN into a regional trading bloc. This was part of a realignment of Thai foreign policy engineered by the government of Chatichai Choonhaven, who led the country from his election in 1988 until his overthrow in a military coup in February 1991. This coup the 17th and last since 1932 was a short-lived affair headed by army chief General Suchinda Kraprayoon and ended with a return to democratic civilian government in March 1992. Over the next five years, Thailand had four elections and a variety of coalition governments. King Bhumibol, who is revered as a semi-deity by many Thais, intervened on several occasions to calm situations that appeared otherwise to be spiralling out of control. As well as the inherent problems of coalition politics, successive governments were also being undermined by growing corruption in Thailands political and business life. These issues were brought to a head by the 1997 Asian financial crisis, of which Thailand was one of the principal victims. The incumbent government fell, due to its inept handling of the crisis. After that, Chuan Leekpai, who had held the premiership between the end of 1992 and mid-1995, returned to the premiership at the head of Pak Prachatipat (Democratic Party), the main liberal party in Thailand.

BANGKOK (AFP) — Thailand's new prime minister Abhisit Vejjajiva gave his inaugural policy speech Tuesday, but only after protesters blockaded parliament for a second day and forced him to switch the venue. The British-born leader, who was elected in a parliamentary vote about two weeks ago, instead addressed lawmakers at the foreign ministry as supporters of ousted former premier Thaksin Shinawatra showed no sign of budging. Hundreds of riot police armed with shields made repeated efforts to create a path for MPs to enter parliament but more than 2,000 red-shirted demonstrators calling for new elections refused to back down. "My government will restore normalcy to the country and make Thailand victorious," the 44-year-old Abhisit said in his speech, which was shown live on national television. Abhisit said he wanted to heal Thailand's economic, social and political wounds after months of protests against the previous pro-Thaksin government, including the crippling occupation of Bangkok's airports earlier this month. "The urgent measures in the first year are restoring confidence and stimulating the economy," he added. The opposition boycotted the speech, while about 1,000 flag-waving demonstrators moved from parliament to block the gates of the foreign ministry to stop lawmakers from leaving, before organisers called them off. "We are going back to parliament to plot out decisive action. This government lacks legitimacy and is unconstitutional," core organiser Suporn Atthawong told the crowd at the ministry. Loyalists of Thaksin, who was ousted in a 2006 coup, say Abhisit's government is not legitimate as he came to power after the Thaksin-linked former ruling party was dissolved by a court this month in a vote fraud case. The election of the Oxford-educated Abhisit ended six months of increasingly disruptive protests by anti-Thaksin group the People's Alliance for Democracy (PAD), which peaked with the airport blockade. The yellow-clad PAD said the ruling People Power Party (PPP) was simply a puppet for twice-elected Thaksin, who lives abroad to avoid being jailed on a corruption conviction. The week-long closure of the airports in November and early December caused massive economic damage and hurt the country's vital tourism industry. Under the constitution, a new prime minister must give a speech outlining policy before his government can start work, and Abhisit said he would try to win back tourists put off by the airport chaos, which drew worldwide attention. "The government will restore the confidence of foreign tourists and speed measures to stimulate tourism and investment," he said, as well as promising stimulus measures for exports, agriculture and industry. Abhisit's own foreign minister played a leading role in the airport blockade, further angering Thaksin supporters and causing concern in diplomatic circles. Thailand remains deeply divided between supporters of Thaksin and elements of the old power cliques in the military, palace and bureaucracy who felt threatened by his immense popularity with the rural poor. Supporters of Thaksin said the dissolution of the PPP on December 2 was a "disguised coup" and want parliament dissolved. Elections are not due until 2011. The protesters began gathering Sunday and about 9,000 of them sealed off parliament on Monday, forcing repeated delays of Abhisit's policy statement. Police said the numbers had dwindled to about 2,000 by Tuesday morning. Authorities are keen to prevent a repeat of clashes outside parliament on October 7, when two people were killed and nearly 500 injured as the PAD tried to prevent then-premier Somchai Wongsawat from giving his first policy speech. Abhisit, who is Thailand's third premier in four months, rose to the position with the help of defectors from the PPP and coalition parties previously allied with it.

Is the new prime minister well balanced? *Thailand's Democrat Party hasn't won a popular national election in more than a decade. But on Dec. 15, Abhisit Vejjajiva, the 44-year-old leader of the oldest Thai political party, was chosen in a slender majority by the country's parliament as the nation's fifth Prime Minister in a year. Beleaguered Thai's hope that his leadership will put an end to a turbulent few years during which one PM was deposed in an army coup and a sustained anti-government protest movement ended in the removal of three others, as well as the takeover and closure of Bangkok's two airports for more than a week. Thailand's recent political turmoil, which included national demonstrations and the forced closures of international airports, dates back to the 2006 coup that overthrew former Prime Minister Thaksin Shinawatra, the former People's Power Party leader. The Cabinet of the Abhisit Vejjajiva administration was appointed by a royal command announced on December 20. Apart from Prime Minister Abhisit, the Cabinet comprises 35 members. Prime Minister Abhisit serves as head of his Governments economic team, which will play an important role in rehabilitating the Thai economy. The Democrat Party, which gained 17 Cabinet seats, invited two outsiders to join the Cabinet under its quota. The Democrat Party aligned with one of its most vocal critics, Newin Chidchob. An erstwhile ally of ousted Prime Minister Thaksin Shinawatra, who now lives in exile after being convicted in absentia on abuse of power charges, Newin has made his reputation as a hard-nosed pork-barrel specialist. His brand of politics hardly hews to the more urban-centered intellectualism of the Democrats. Indeed, Thailand may be returning to the days of weak coalitions that dry up as quickly as rain puddles in the tropical sun. Even the anti-Thaksin Nation newspaper has questioned Abhisit's "ability to lead veteran politicians in a coalition government." Abhisit's biggest challenge will be to steady a country that until recently was known as one of the most region's most stable.
